Mark Adams is the founder and President of California Receivership Group (CRG), a firm transforming distressed properties for over 25 years. Under his leadership, CRG has rehabilitated 415 properties across California, Tennessee, and Texas, managing $62.5 million in rehab loans, all of which have been repaid. This work has restored properties and created approximately 1,500 jobs, strengthening local economies and revitalizing neighborhoods.

CRG specializes in receivership, a legal process allowing courts to control distressed properties and oversee rehabilitation. Adams has applied this tool to properties that face various challenges, including hoarding, illegal cannabis grow operations, fire damage, and hazardous material contamination. Receivership allows him and his team to secure properties, initiate cleanup, and manage rehabilitation. This approach ensures that these properties are restored to safe, livable conditions in a timely and effective manner, benefiting both property owners and the surrounding community.

Adams’s success in California led him to expand CRG’s services beyond his home state. In 2019, he founded Texas Receivership Group (TxRG) and Tennessee Receivership Group (TRG), allowing him to offer his expertise to cities needing property revitalization. TxRG has secured two appointments in Dallas, while TRG recently completed its 36th property in Memphis. This national expansion reflects his vision to help other communities across the U.S. address the challenges of distressed properties and contribute to neighborhood improvement.

In addition to his practical work in receivership, Adams is committed to advancing the field. He co-founded the Vacant Property Receivership Consortium (VPRC), a nonprofit organization focused on promoting the use of receivership to revitalize vacant properties. Through VPRC, he has helped raise awareness of receivership’s effectiveness and advocated for policies supporting its use. He has also shared his expertise at numerous industry conferences, including the Receivership Roundtable and the Center for Community Progress National Land Bank Network Summit, where he has educated other professionals about the potential of receivership in property revitalization.

Receiver Mark Adams’ expertise also proved valuable following the 2020 Los Angeles wildfires. He was invited to write an article for Receivership News, a publication of the California Receivers Forum. In the article, he outlined how receivership could help stabilize fire-damaged properties and speed recovery. He emphasized how timely intervention through receivership can reduce public health and safety risks, ensuring that properties are secured and rehabilitated quickly, allowing communities to recover more efficiently from natural disasters.

Adams’s journey in receivership began in 1999 when he was appointed the first court-appointed receiver under California’s Health and Safety Code. His first case involved remediating a 66-unit apartment complex, marking the beginning of his successful career in the field. Since then, he has worked on numerous properties, from residential to commercial spaces, always restoring them to safe, habitable conditions.

Throughout his career, Adams has been recognized with several accolades, including the Distinguished Entrepreneurial Alumnus Award from Loyola Marymount University. His reputation as a leader in the receivership industry and his dedication to improving communities have earned him widespread respect.
